Dieser Abschnitt umfasst die physikalische, mechanische, chemische oder biologische Umwandlung von Materialien, Stoffen oder Bestandteilen in neue Produkte, obwohl dies nicht als einziges universelles Kriterium für die Definition des verarbeitenden Gewerbes verwendet werden kann (siehe Anmerkung zur Verarbeitung von Abfällen unten). Bei den Materialien, Stoffen oder Bestandteilen, die einer Umwandlung unterzogen werden, handelt es sich entweder um Rohstoffe oder um Erzeugnisse der Land- und Forstwirtschaft, der Fischerei, des Bergbaus oder der Gewinnung von Steinen und Erden sowie um Erzeugnisse anderer verarbeitender Tätigkeiten. Eine wesentliche Veränderung, Renovierung oder ein Umbau von Waren wird im Allgemeinen als Herstellung angesehen. Das Ergebnis eines Herstellungsprozesses kann fertig in dem Sinne sein, dass es gebrauchs- oder verbrauchsfertig ist, oder es kann halbfertig in dem Sinne sein, dass es als Input für eine weitere Herstellung dient. So ist z. B. das Ergebnis der Aluminiumoxidraffination der Input für die Primärproduktion von Aluminium; Primäraluminium ist der Input für das Ziehen von Aluminiumdraht; Aluminiumdraht ist der Input für die Herstellung von Drahtwaren. Die Herstellung von spezialisierten Komponenten und Teilen sowie von Zubehör und Zusatzeinrichtungen für Maschinen und Geräte wird in der Regel derselben Klasse zugeordnet wie die Herstellung der Maschinen und Geräte, für die die Teile und das Zubehör bestimmt sind. Die Herstellung von nicht spezialisierten Komponenten und Teilen von Maschinen und Geräten (z. B. Motoren, Kolben, Elektromotoren, elektrische Baugruppen, Ventile, Getriebe, Wälzlager) wird in die entsprechende Klasse des verarbeitenden Gewerbes eingereiht, ohne Rücksicht auf die Maschinen und Geräte, in denen diese Teile enthalten sein können. Die Herstellung von speziellen Bauteilen und Zubehörteilen durch Formen oder Extrudieren von Kunststoffen wird in der Regel der Gruppe 222 zugeordnet. Die Montage von Einzelteilen von Fertigerzeugnissen gilt als Herstellung. Dazu gehört auch die Montage von Fertigerzeugnissen aus selbst hergestellten oder zugekauften Komponenten. Die Verwertung von Abfällen, d. h. die Verarbeitung von Abfällen zu Sekundärrohstoffen*, wird in Gruppe 382 eingeordnet. Dies kann zwar physikalische, mechanische, biologische oder chemische Umwandlungen beinhalten, wird aber nicht als Teil der Fertigungstätigkeiten angesehen. Der Hauptzweck dieser Tätigkeiten wird als Be- oder Verarbeitung von Abfällen angesehen und sie werden daher in Abschnitt E eingestuft. Die Herstellung neuer Produkte aus Sekundärrohstoffen wird jedoch dem verarbeitenden Gewerbe zugeordnet, auch wenn bei diesen Verfahren Abfälle als Input verwendet werden. So wird beispielsweise die Herstellung von Silber aus Folienabfällen als Fertigungsprozess betrachtet. Die spezialisierte Wartung und Reparatur von industriellen, kommerziellen und ähnlichen Maschinen und Geräten wird im Allgemeinen in Abteilung 33 eingeordnet. Die Reparatur und Wartung von Computern, persönlichen Gegenständen und Haushaltswaren, Kraftfahrzeugen und Motorrädern wird jedoch in die Abteilung 95 eingeordnet. Die Installation von Maschinen und Anlagen wird, wenn sie als Spezialtätigkeit ausgeführt wird, in Klasse 3320 eingereiht. Die Wartung, Reparatur und Installation von Ausrüstungen, die integraler Bestandteil von Gebäuden oder ähnlichen Bauwerken sind (z. B. Wartung, Reparatur und Installation von Rolltreppen oder Klimaanlagen), werden dem Baugewerbe in Abschnitt F zugeordnet, wenn sie auf der Baustelle ausgeführt werden.) Dieser Abschnitt umfasst auch die Tätigkeiten von Herstellern fabrikloser Waren (FGP) im verarbeitenden Gewerbe (siehe einleitende Leitlinien, Kapitel 3.4.4). In der Regel handelt es sich bei den Tätigkeiten des verarbeitenden Gewerbes um die Umwandlung von Materialien in neue, wiederaufgearbeitete und wiederhergestellte Produkte. Ihr Ergebnis ist ein neues Produkt. Zur Klarstellung: Die folgenden Tätigkeiten werden in der NOGA als verarbeitendes Gewerbe betrachtet - Verarbeitung von frischem Fisch (Austernschälen, Filetieren von Fisch), nicht auf einem Fischereiboot, siehe 102000 - Pasteurisierung und Abfüllung von Milch, siehe 105101 - Lederveredelung, siehe 151100 - Holzkonservierung, siehe 161200 - Druckerei und damit verbundene Tätigkeiten, ausser Verlagswesen, siehe 181 - Runderneuerung von Reifen, siehe 221100 - Herstellung von Transportbeton, siehe 236300 - Verzinken, Galvanisieren, Plattieren usw. und andere metallische oder nichtmetallische Beschichtungen von Metallen, siehe 255100 - Wärmebehandlung von Metallen, siehe 255200 - Wiederbefüllung von Tintenpatronen, siehe 262000 - Wiederbefüllung oder Wiederauffüllung von Feuerlöschern, siehe 282900 - Umbau oder Wiederaufarbeitung von Maschinen (z. B. Kraftfahrzeugmotoren), siehe 291000 - Montage durch einen Verkäufer oder Zusammenstellung mehrerer zu verkaufender Produkte. Wenn die Montage von einem Auftragnehmer durchgeführt wird, sollte diese Tätigkeit dem verarbeitenden Gewerbe zugeordnet werden. Umgekehrt gibt es Tätigkeiten, die zwar manchmal Umwandlungsprozesse beinhalten, aber in andere Abschnitte der NOGA eingeordnet werden, d. h. sie werden nicht als verarbeitendes Gewerbe betrachtet. Dazu gehören: - der Holzeinschlag, der dem Abschnitt A zugeordnet ist - die Aufbereitung landwirtschaftlicher Erzeugnisse, die dem Abschnitt A zugeordnet ist - die Zubereitung von Nahrungsmitteln zum unmittelbaren Verzehr an Ort und Stelle, die der Abteilung 56 zugeordnet ist - Aufbereitung von Erzen und anderen Mineralien, die unter Abschnitt B fällt - Erzeugung von gasförmigen Brennstoffen für die Energieversorgung durch ein ständiges Netz, eingestuft in Abschnitt D - Herstellung von Kompost aus organischen Abfällen, eingestuft in Abschnitt E - Montage, die als Teil einer Lieferung oder von einem Verkäufer erbracht wird; wenn die Montage jedoch die Haupttätigkeit eines Auftragnehmers ist, wird sie dem verarbeitenden Gewerbe zugeordnet - Zerkleinerung von Massengütern und Weiterverteilung in kleineren Partien, einschliesslich Verpacken, Umpacken oder Abfüllen von Produkten (z. B. Spirituosen oder Chemikalien), Sortieren und Wiederverkauf von Schrott; Mischen von Farben auf Kundenbestellung, Schneiden von Metallen auf Kundenbestellung; Behandlung, die nicht zu einer anderen Ware führt, eingestuft in Abschnitt G - Verlagswesen und kombinierte Tätigkeiten des Verlagswesens und des Druckereigewerbes, die in Abschnitt J eingereiht werden ANMERKUNG: *Sekundärrohstoffe sind Materialien und Produkte, die durch einfache Wiederverwendung oder durch Recycling und Rückgewinnung als Rohstoffe verwendet werden können.
This section includes the physical, mechanical, chemical or biological transformation of materials, substances, or components into new products, although this cannot be used as the single universal criterion for defining manufacturing (see remark on processing of waste below). The materials, substances, or components undergoing transformation are either raw materials or products of agriculture, forestry, fishing, mining or quarrying as well as products of other manufacturing activities. Substantial alteration, renovation or reconstruction of goods is generally considered to be manufacturing. The output of a manufacturing process may be finished in the sense that it is ready for use or consumption, or it may be semi-finished in the sense that it is to become an input for further manufacturing. For example, the output of alumina refining is the input used in the primary production of aluminium; primary aluminium is the input to aluminium wire drawing; aluminium wire is the input for the manufacture of fabricated wire products. Manufacture of specialised components and parts of, and accessories and attachments to machinery and equipment is, as a general rule, classified in the same class as the manufacture of the machinery and equipment for which the parts and accessories are intended. Manufacture of unspecialised components and parts of machinery and equipment (for example, engines, pistons, electric motors, electrical assemblies, valves, gears, roller bearings) is classified in the appropriate class of manufacturing, without regard to the machinery and equipment in which these items may be included. Making specialised components and accessories by moulding or extruding plastics materials is usually included in group 222. Assembly of the component parts of manufactured products is considered manufacturing. This includes the assembly of manufactured products from either self-produced or purchased components. The recovery of waste, in other words, the processing of waste into secondary raw materials* is classified in group 382. While this may involve physical, mechanical, biological or chemical transformations, this is not considered to be a part of manufacturing activities. The primary purpose of these activities is considered to be the treatment or processing of waste and they are therefore classified in section E. However, the manufacture of new products from secondary raw materials is classified in manufacturing, even if these processes use waste as an input. For example, the production of silver from film waste is considered to be a manufacturing process. Specialised maintenance and repair of industrial, commercial and similar machinery and equipment is, in general, classified in division 33. However, the repair and maintenance of computers, personal and household goods, motor vehicles and motorcycles is classified in division 95. The installation of machinery and equipment, when carried out as a specialised activity, is classified in class 3320. Maintenance, repair and installation of equipment that forms an integral part of buildings or similar structures (for example, maintenance, repair and installation of escalators or of air-conditioning systems) is classified as construction in section F, if carried out at the construction site). This section also contains the activities of factoryless goods producers (FGPs) in manufacturing (see introductory guidelines, Chapter 3.4.4). As a general rule, the activities in the manufacturing section involve the transformation of materials into new, rebuilt and remanufactured products. Their output is a new product. As clarification, the following activities are considered manufacturing in NOGA: - fresh fish processing (oyster shucking, fish filleting), not done on a fishing boat, see 102000 - milk pasteurising and bottling, see 105101 - leather converting, see 151100 - wood preserving, see 161200 - printing and related activities, excluding published goods, see 181 - tyre retreading, see 221100 - ready-mixed concrete production, see 236300 - galvanising, electroplating, plating, etc., and other metallic or non-metallic coating of metals, see 255100 - heat treatment of metals, see 255200 - refilling of ink cartridges, see 262000 - refiling or recharging of fire extinguishers, see 282900 - rebuilding or remanufacture of machinery (e.g. automobile engines), see 291000 - assembly provided by a seller or blending of several products to be sold. If assembly is provided by a contractor, this activity should be classified in manufacturing. Conversely, there are activities that, although sometimes involving transformation processes, are classified in other sections of NOGA; in other words, they are not considered as manufacturing. They include: - logging, classified in section A - beneficiating of agricultural products, classified in section A - preparation of food for immediate consumption on the premises, classified in division 56 - beneficiating of ores and other minerals, classified in section B - production of gaseous fuels for energy supply through a permanent network, classified in section D - production of compost from organic waste, classified in section E - assembly provided as part of a delivery or by a seller; however, if assembly is the main activity provided by a contractor, it is classified in manufacturing - activities of breaking bulk and redistribution in smaller lots, including packaging, repackaging, or bottling products (e.g. as liquors or chemicals), sorting and reselling of scrap; mixing paints to customer order, cutting metals to customer order; treatment not resulting in a different good, classified in section G - publishing and the combined activities of publishing and printing, classified in section J NOTE: *Secondary raw materials are materials and products which can be used as raw materials by simple re-use, or via recycling and recovery.

Si l'assemblage est assuré par un entrepreneur, cette activité doit être classée dans l'industrie manufacturière. Inversement, il existe des activités qui, bien qu'impliquant parfois des processus de transformation, sont classées dans d'autres sections de la NOGA; en d'autres termes, elles ne sont pas considérées comme des activités manufacturières. La fabbricazione di componenti e accessori specializzati mediante stampaggio o estrusione di materie plastiche è solitamente inclusa nel Gruppo 222. L'assemblaggio dei componenti dei prodotti manifatturieri è considerato un'attività manifatturiera. Ciò include l'assemblaggio di prodotti fabbricati a partire da componenti autoprodotti o acquistati. Se l'assemblaggio è fornito da un appaltatore, questa attività deve essere classificata nella manifattura. Esistono invece attività che, pur comportando talvolta processi di trasformazione, sono classificate in altre sezioni della NOGA; in altre parole, non sono considerate manifatturiere.
