Diese Abteilung umfasst die Herstellung von Maschinen und Geräten, die selbständig, mechanisch oder durch Wärme auf Materialien einwirken oder Vorgänge an Materialien durchführen (z. B. Bearbeiten, Spritzen, Wiegen oder Verpacken), einschliesslich ihrer mechanischen Bauteile, die Kraft erzeugen und anwenden, sowie aller speziell gefertigten Teile. Hierunter fällt die Herstellung von ortsfesten, beweglichen oder handgeführten Vorrichtungen, unabhängig davon, ob sie für die Industrie, den Bau, die Landwirtschaft oder für den Einsatz im Haushalt bestimmt sind. Die Herstellung von Spezialausrüstungen für die Personen- oder Güterbeförderung in begrenztem Ausmass, gehört ebenfalls zu dieser Abteilung. This division includes the manufacture of machinery and equipment that act independently on materials either mechanically or thermally or perform operations on materials (for example, handling, spraying, weighing or packing), including their mechanical components that produce and apply force, and any specially manufactured primary parts. This includes the manufacture of fixed and mobile or handheld devices, regardless of whether they are designed for industrial, building and civil engineering, agricultural or home use. The manufacture of special equipment for passenger or freight transport within demarcated premises also belongs within this division. This division distinguishes between the manufacture of special-purpose machinery, in other words, machinery for exclusive use in a NOGA activity or a small cluster of NOGA activities, and general-purpose machinery, in other words, machinery that is being used in a wide range of NOGA activities.

This division excludes the manufacture of metal products for general use (division 25), associated control devices, computer equipment, measurement and testing equipment, electricity distribution and control apparatus (divisions 26 and 27) and general-purpose motor vehicles (division 29).
