Exceptional law that is enacted by the legislature or the executive by ordinance or decree if absolutely necessary in order to deal with an emergency (e.g. a serious disruption of public order and security or threat to external security or the independence or neutrality of the country), and which may supplement, amend or repeal constitutional rights, without being subject to the normal democratic controls (referendum).

Droit d'exception promulgué par le pouvoir législatif ou exécutif au moyen d'ordonnances ou de décisions qui est indispensable pour parer à un état de nécessité (p. ex. troubles sérieux de l'ordre ou de la sécurité publics, situation qui menace la sécurité extérieure, l'indépendance ou la neutralité du pays) et qui peut déroger à la Constitution, compléter, modifier ou même abroger certaines normes constitutionnelles sans être soumis au contrôle démocratique usuel (référendum).

Diritto d'eccezione emanato dal potere legislativo o esecutivo tramite ordinanze o decisioni per far fronte ad uno stato di emergenza (gravi turbamenti dell'ordine pubblico o della sicurezza interna, situazione che minaccia la sicurezza esterna, l'indipendenza o la neutralità del Paese) che completa, modifica o abroga principi costituzionali, senza sottostare al consueto controllo democratico (referendum).
