Ordinance based on unwritten constitutional rules or special powers by which the Federal Council orders emergency measures required to deal with a national emergency in the event that the constitutional legislative procedures can no longer be applied or the Federal Assembly can no longer be convened.

Ordonnance s'appuyant sur des règles constitutionnelles non écrites ou sur l'octroi des pleins pouvoirs par laquelle le Conseil fédéral prend des mesures d'urgence pour faire face à un état de nécessité de l'Etat, si la procédure législative constitutionnelle ne peut plus être respectée ou que le Parlement n'est plus en mesure de se réunir.

Ordinanza che poggia su regole costituzionali non scritte o su pieni poteri con cui il Consiglio federale ordina misure d'urgenza se occorre fare fronte a un'emergenza pubblica e se la procedura legislativa costituzionale non può più essere applicata o il Parlamento non può più essere convocato.
