Regime governativo realizzato sulla base dei decreti dei pieni poteri dell'Assemblea federale degli anni 1914 e 1939, che consentì al Consiglio federale di legiferare per mezzo di ordinanze al di fuori del controllo democratico costituzionale, derogando laddove necessario al diritto vigente.
