Entwurf einer Verfassungsänderung, den die Bundesversammlung einer Volksinitiative gegenüberstellen kann, vorausgesetzt er betrifft den gleichen Gegenstand und beantwortet die gleiche Frage wie die Initiative, wobei Volk und Stände die Möglichkeit haben, beiden Vorlagen zuzustimmen und über eine Stichfrage bekannt zu geben, welche von beiden sie bei doppelter Annahme vorziehen.

Draft amendment to the Federal Constitution that the Federal Assembly may make in response to a popular initiative, provided the draft relates to the same subject matter and answers the same question as the initiative, with the result that the People and the cantons may, when voting on the initiative, approve both the initiative and the counterproposal as being preferable to the current law and then indicate in response to a deciding question which of the two proposals they prefer if both are approved.

Projet de modification de la constitution que l'Assemblée fédérale peut opposer à une initiative populaire, à la condition qu'il porte sur la même matière que l'initiative et réponde à la même question, le peuple et les cantons pouvant, lors de la votation populaire, accepter les deux projets et, grâce à la question subsidiaire, donner la préférence à l'un des deux projets au cas où les deux projets seraient acceptés.

Progetto di modifica della Costituzione federale che l'Assemblea federale può contrapporre a un'iniziativa popolare, a condizione che il progetto si riferisca allo stesso oggetto e risponda alla stessa domanda dell'iniziativa: Popolo e Cantoni hanno la possibilità di accettare entrambi i testi e, rispondendo a una domanda risolutiva, di dare la preferenza a uno dei due nel caso in cui entrambi vengano accettati.
