Es gilt Rahmenbedingungen einzuhalten, die aufgrund von Entscheidungen des Gesetzgebers oder der Behörden entstanden sind. Diese sogenannten öffentlich-rechtlichen Eigentumsbeschränkungen (kurz ÖREB) sind für Grundeigentümerinnen und Grundeigentümer verpflichtend.
