Droit reconnu à tous les citoyens et citoyennes suisses âgés de 18 ans révolus en vertu duquel ils peuvent voter, lancer et signer des initiatives populaires et des demandes de référendum ainsi que participer à l'élection des organes de l'État en tant qu'électeurs ou candidats pour autant qu'ils ne soient pas placés sous curatelle de portée générale en raison d'une incapacité durable de discernement, pour cause de maladie mentale ou de faiblesse d'esprit.
