Procédure qui se déroule à l'échelon des offices fédéraux et dont le but est d'examiner et de finaliser au sein de l'administration un projet de proposition au Conseil fédéral ou de note de discussion ou encore un avant-projet ou un projet de loi, et dans le cadre de laquelle l'office compétent soumet le projet aux unités administratives concernées en les invitant à donner leur avis.
