Moratoria a tempo determinato che in circostanze straordinarie, soprattutto nel caso di crisi economica persistente, può essere dichiarata applicabile dal Governo cantonale, col consenso della Confederazione, ai debitori di un deter­minato territorio resi vittime da siffatte circostanze.
