DOM: Kindes- und Erwachsenenschutz; EXP: jede Person kann sich (vorzugsweise schriftlich) an die Kindes- und Erwachsenenschutzbehörde wenden, wenn ihres Erachtens Erwachsene oder Kinder gefährdet sind und möglicherweise behördliche Hilfe brauchen; Behörden, Ämter und Gerichte sind zur Meldung verpflichtet (a); ab 1. Januar 2019 werden auch Fachpersonen, die dem Berufsgeheimnis unterstehen, dazu berechtigt sein, der Kindesschutzbehörde eine Gefährdungsmeldung einzureichen (b)
