In the case of a mandatory referendum, a majority of the cantons is required in addition to a majority of those voting in order for the proposal that has been submitted to the People to be accepted.

EXP: Volk und Ständen werden zur Abstimmung unterbreitet: Änderungen der Bundesverfassung, der Beitritt zu Organisationen für kollektive Sicherheit oder zu supranationalen Gemeinschaften sowie dringlich erklärte Bundesgesetze, die keine Verfassungsgrundlage haben und deren Geltungsdauer ein Jahr übersteigt; die Kantone Obwalden, Nidwalden, Basel-Stadt, Basel-Landschaft, Appenzell Ausserrhoden und Appenzell Innerrhoden haben je eine halbe Standesstimme.

EXP: the following matters are submitted to a vote of the People and the Cantons: amendments to the Federal Constitution, accession to organisations for collective security or to supranational communities, and emergency federal acts are not based on a provision of the Constitution and whose term of validity exceeds one year; in calculating the majority, the results in the cantons of Obwalden, Nidwalden, Basel-Stadt, Basel-Landschaft, Appenzell Ausserrhoden and Appenzell Innerrhoden each count as half a cantonal vote.

EXP: sont soumises au vote du peuple et des cantons les révisions de la Constitution: l'adhésion à des organisations de sécurité collective ou à des communautés supranationales; les cantons d'Obwald, de Nidwald, de Bâle-Ville, de Bâle-Campagne, d'Appenzell Rhodes-Extérieures et d'Appenzell Rhodes-Intérieures disposent chacun d'une demi-voix.
