Sistema costituzionale nel quale il Parlamento è composto di due Camere, introdotto in Svizzera nel 1848 con la fondazione dello Stato federativo secondo il modello americano e comprendente il Consiglio nazionale, ovvero la Camera bassa rappresentante il Popolo, e il Consiglio degli Stati, ovvero Camera alta rappresentante i Cantoni, dotate delle stesse competenze.
