EXP: Schaffung der rechtlichen Voraussetzungen für die Verdichtung. Die Aufzonung entspricht somit nicht den Moment, in dem die bauliche Verdichtung stattfindet (Bauausführung), sondern den Akt, mit dem die rechtlichen Voraussetzungen dafür geschaffen werden (Änderung der Nutzungsplanung); Je nach Kontext kann auch eine Änderung der Zonenzugehörigkeit gemeint sein, die eine Wertsteigerung zur Folge hat, ohne dass intensiver genutzt werden kann (Industriezone wird zur Wohnzone: wertvoller, aber weniger dicht überbaut)
EXP: Consente di stabilire le basi legali della densificazione. Non è il momento in cui si verifica la densificazione (esecuzione dei lavori), bensì l´atto con cui sono stabilite le basi giuridiche (modifica del piano di utilizzazione). A seconda del contesto, può trattarsi anche di una modifica dell´attribuzione di un fondo a una determinata zona, nella misura in cui questa modifica fa aumentare il valore del fondo senza implicarne tuttavia un´utilizzazione più intensiva (zona industriale -> zona abitativa: maggiore valore, ma minore edificazione)
EXP: creating of the legal conditions for densification; upzoning therefore does not entail actual structural densification (construction), but the act of creating the legal conditions for it (change in the land use plan). Depending on the context, it can also mean a change in zone (rezoning) which results in an increase in value without allowing for more intensive use (e.g. when an industrial zone becomes a residential zone: i.e., more valuable, but less densely built-up).
