Impartialité [:] Les personnes qui, dans le cadre de leurs fonctions, participent à l’attribution ou à la gestion des mandats ou peuvent influencer le contenu de ces derniers doivent être impartiales et, partant, ne pas avoir de liens étroits avec les soumissionnaires ou mandataires. Elles doivent remettre une déclaration écrite (formulaire de déclaration d’impartialité) qui les engage à aviser immédiatement par écrit leur supérieur ou le responsable du projet si elles sont impliquées dans une procédure d’achat où elles ont de tels liens.

Impartiality[:] People in a position to award mandates, process them, or can influence the content thereof, must be impartial and thereby have no close relationships with bidders or contractors. They must submit a written declaration (Declaration of Impartiality) stating that they undertake to immediately inform their superior or the project manager in writing if they are involved in a procurement process in which they have such a close relationship.

Unbefangenheit[:] Personen, die im Amt Aufträge vergeben, abwickeln oder auf deren Inhalt Einfluss nehmen können, müssen unbefangen sein und somit keine Beziehungsnähe zu Offerierenden respektive Auftragnehmern haben. Sie sollen eine schriftliche Erklärung (Formular Unbefangenheitserklärung) abgeben, dass sie sich verpflichten, seinem/ihrem Vorgesetzten oder dem Projektleitenden sofort schriftlich anzuzeigen, wenn sie bei einem Beschaffungsprozess involviert sind bei dem sie eine solche Beziehungsnähe haben.
