Extremely positive experience has been gained with decentralised administration of the global credits and budgets of foreign missions in terms of both effectiveness and efficiency. Ideally the financial management of the representation network should be based on a performance mandate with an associated global credit transferred to the FDFA for the administration of this network. This global credit could be divided among the missions, giving them greater autonomy in their planning and use of resources.
