Accountability is not anchored in any conventional legal concept. According to Philipp Dann, in his 2006 paper entitled Accountability in Development Aid Law, on a basic level, accountability means “to have to answer for one’s action or inaction, and depending on the answer, to be exposed to potential sanctions”. He defines accountability as having three elements in the development aid context: 
• a certain distance between the power wielder and those who hold him accountable
• the possibility of a sanction 
• the existence of certain fixed and legitimate standards of review
