Das neue Waldgesetz sieht vor, dass Kantone in Gebieten, wo sie verhindern wollen, dass der Wald zunimmt, auch ausserhalb der Bauzonen eine statische Waldgrenze festlegen können. Flächen, die ausserhalb dieser Grenzen einwachsen, würden nicht als Wald gelten und könnten dadurch ohne Bewilligung gerodet werden. In der revidierten Waldverordnung wird festgelegt, dass die Ausscheidung dieser statischen Waldgrenzen im kantonalen Richtplan vorgenommen werden soll.

La nuova legge sulle foreste conferisce ai Cantoni la facoltà di definire, anche al di fuori delle zone edificabili, un margine statico per la foresta là dove intendono impedirne l'avanzamento. Le superfici che si espandono al di fuori di questi margini non verrebbero considerate forestali e potrebbero quindi essere dissodate senza autorizzazione. La revisione dell'ordinanza sulle foreste stabilisce che i margini statici per la foresta devono essere definiti nel piano direttore cantonale.
