Im Rahmen des Nationalen Forschungsprogramms "Sicherheitspolitik" (NFP 11) waren all jene Bedrohungsformen Forschungsgegenstand, die einerseits in einer Lage relativen Friedens durch machtpolitische Auseinandersetzungen ohne offene Gewaltanwendung auftreten oder anderseits aus indirekten strategischen Anstrengungen eines Gegners hervorgehen können. Forschungsthema war somit der Grad der Verwundbarkeit der Schweiz und zwar nicht nur unter dem Gesichtspunkt der Möglichkeiten des Landes, Bedrohungen zu bewältigen, sondern auch unter jenem des Willens der Bevölkerung und der betroffenen Instanzen und Institutionen, ihnen zu begegnen.

Le Programme national de recherche "Politique de sécurité" (PNR 11) se proposait d'étudier toutes les formes de menaces qui peuvent survenir dans une situation de paix relative. Ces menaces proviennent d'antagonismes politiques sans recours à la force ou d'efforts de stratégie indirecte d'un adversaire. Le thème de recherche était le degré de vulnérabilité de la Suisse en tenant compte non seulement de la capacité de notre pays de faire face aux menaces, mais aussi de la volonté de la population, des instances et des institutions concernées d'affronter ces dangers.
Linguistic Context
The National Research Programme “Safety Policy” (NRP 11) focused on research into all forms of threat that may arise from non-violent political power struggles in situations of relative peace as well as from indirect strategic approaches taken by an opponent. The research topic was therefore the degree of vulnerability to which Switzerland was exposed, not only from the perspective of the country’s capabilities to defend itself against threats, but also in consideration of the will of the population and affected instances/institutions to counter these threats.
