Col processo di Copenhagen si vuole migliorare a livello nazionale e internazionale in particolare la permeabilità tra i vari percorsi di formazione professionale e inoltre la permeabilità tra la formazione professionale superiore (terziario B) e il sistema di istruzione superiore (terziario A) tramite la realizzazione di "passerelle" e la definizione di criteri per l'assegnazione dei crediti formativi.

EXP: besteht aus einer arbeitsmarktorientierten Strategie mit folgenden Zielen: Steigerung der Qualität und Attraktivität der Berufsbildung, Positionierung der Berufsbildung im europäischen Raum, Stärkung der internationalen Zusammenarbeit, Förderung der Mobilität innerhalb und ausserhalb der nationalen Grenzen; für die Umsetzung der Ziele des Kopenhagen-Prozesses wurden unterschiedliche Instrumente entwickelt: Europäische Qualifikationsrahmen (EQR/EQF), nationale Qualifikationsrahmen (NQR), Europass und Europäische Leistungspunktesystem (ECVET)
