Die Sonderpädagogik beschäftigt sich mit Kindern und Jugendlichen mit besonderem Bildungsbedarf und mit Behinderungen. Diese Kinder und Jugendlichen werden mit besonderen Massnahmen in ihrer Ausbildung unterstützt (ab Geburt bis zum vollendetem 20. Lebensjahr). Sie haben das Recht auf besondere Schulung und Unterstützung durch Fachpersonal der heilpädagogischen Früherziehung, Schulischen Heilpädagogik, Logopädie oder Psychomotoriktherapie. Ein besonderer Bildungsbedarf liegt bei Kindern und Jugendlichen vor, bei denen festgestellt wird, dass ihre Entwicklung eingeschränkt oder gefährdet ist oder dass sie dem Unterricht in der Regelschule ohne spezifische Unterstützung nicht folgen können. Zudem beschäftigt sich die Sonderpädagogik mit Kindern und Jugendlichen, welche nachweislich grosse Schwierigkeiten in der Sozialkompetenz sowie im Lern- oder Leistungsvermögen aufweisen. Für die Schulung von Kindern und Jugendlichen mit einem besonderen Bildungsbedarf sind die Kantone zuständig. (Quelle EDK)

L'éducation spécialisée concerne les enfants et les jeunes ayant des besoins éducatifs particuliers. Ces enfants et ces jeunes bénéficient de mesures spéciales pour leur éducation (de la naissance à leur 20ème anniversaire). L'educazione per bisogni speciali riguarda i bambini e i giovani con esigenze educative speciali. Questi bambini e giovani beneficiano di misure speciali per la loro istruzione (dalla nascita al compimento del 20° anno di età). Hanno diritto a un'istruzione speciale e al sostegno di specialisti in educazione speciale per la prima infanzia, educazione scolastica speciale, terapia del linguaggio o terapia psicomotoria. Esiste un'esigenza educativa speciale per i bambini e i giovani, quando è accertato che lo sviluppo è limitato o a rischio, o che non sono in grado di soddisfare gli standard scolastici abituali senza un sostegno speciale.
