Dieser Abschnitt umfasst die Tätigkeiten staatlicher Natur, die normalerweise von der öffentlichen Verwaltung ausgeführt werden. Dazu gehören das Erlassen und die juristische Auslegung von Gesetzen und daraus resultierenden Vorschriften sowie die Verwaltung von Programmen, die auf ihnen beruhen, Gesetzgebungstätigkeiten, Steuerverwaltung, Verteidigung, öffentliche Sicherheit und Ordnung, Einwanderungsdienste, auswärtige Angelegenheiten und die Verwaltung von Regierungsprogrammen. Dieser Abschnitt umfasst ferner die gesetzliche Sozialversicherung. Der rechtliche oder institutionelle Status an sich ist nicht entscheidend für die Einordnung einer Tätigkeit in diesen Abschnitt, sondern vielmehr der Umstand, dass eine Tätigkeit den im vorstehenden Abschnitt dargestellten Charakter aufweist. Demnach fallen anderswo in der NOGA aufgeführte Tätigkeiten nicht unter diesen Abschnitt, auch wenn sie von öffentlichen Einheiten ausgeführt werden. So ist z. B. die Verwaltung des Bildungssystems (Vorschriften, Aufsicht, Lehrpläne) diesem Abschnitt zugeordnet, nicht aber die eigentliche Erziehungs- und Unterrichtstätigkeit (s. Abschnitt P), und Gefängnisse oder Militärkrankenhäuser sind dem Gesundheits- und Sozialwesen (Abschnitt Q) zuzurechnen. Andererseits können einige der in diesem Abschnitt aufgeführten Tätigkeiten von nichtstaatlichen Einheiten ausgeübt werden.

This section includes activities of a governmental nature, normally carried out by the public administration. This includes the enactment and judicial interpretation of laws and their pursuant regulation, as well as the administration of programmes based on them, legislative activities, taxation, national defence, public order and safety, immigration services, foreign affairs and the administration of government programmes. This section also includes compulsory social security activities. The legal or institutional status is not, in itself, the determining factor for an activity to belong in this section, rather than the activity being of a nature specified in the previous paragraph. This means that activities classified elsewhere in NOGA do not fall under this section, even if carried out by public entities. For example, administration of the school system (i.e. regulations, checks, curricula) falls under this section, but teaching itself does not (see section P), and a prison or military hospital is classified to health (see section Q). Similarly, some activities described in this section may be carried out by non-government units.

Cette section comprend les activités de nature gouvernementale habituellement exercées par l'administration publique. Elle comprend la promulgation et l'interprétation judiciaire des lois et de leurs règlements d'application, ainsi que l'administration des programmes établis sous le régime de ces lois et règlements d'application, les services législatifs, la fiscalité, la défense nationale, le maintien de l'ordre et de la sécurité publics, les services d'immigration, les affaires étrangères et l'administration des programmes publics. Cette section comprend également les services de sécurité sociale obligatoire. Le statut légal ou institutionnel n'est pas, en soi, le facteur déterminant pour qu'une activité soit rangée dans cette section, c'est plutôt le fait que cette activité soit d'une nature visée au paragraphe précédent. Cela signifie que les activités classées ailleurs dans la NOGA ne relèvent pas de cette section, même si elles sont accomplies par des organismes publics. Par exemple, la tutelle de l'éducation (réglementation, contrôle, programmes) relève de cette section, mais pas l'activité d'enseignement proprement dite (voir section P); par ailleurs, un hôpital militaire ou de prison est classé dans la division Santé humaine et action sociale (voir section Q). De même, certaines activités décrites dans cette section peuvent être effectuées par des entités non gouvernementales.

In questa sezione vengono classificate le attività di natura governativa normalmente svolte dalle amministrazioni pubbliche. Sono incluse le attività di promulgazione e di interpretazione giuridica delle leggi e dei relativi regolamenti attuativi, oltre all'amministrazione dei programmi fondati su tali leggi, le attività legislative, il regime fiscale, la difesa nazionale, l'ordine e la sicurezza pubblica, i servizi per l'immigrazione, gli affari esteri e l'amministrazione dei programmi di governo. Questa sezione include anche le attività connesse all'assicurazione sociale obbligatoria. Lo status giuridico o istituzionale non costituisce di per sé il fattore determinante per l'inclusione di un'attività in questa sezione, quanto, piuttosto, il fatto che si tratti di un'attività elencata nel paragrafo precedente. Questo significa che le attività classificate altrove nell'ambito della NOGA non rientrano in questa sezione, anche se vengono effettuate da enti pubblici. Per esempio, l'amministrazione del sistema scolastico (ossia le norme, i controlli, i curricula) rientra in questa sezione, al contrario dell'insegnamento (cfr. sezione P) e degli ospedali militari o carcerari che rientrano nella sezione Sanità (cfr. sezione Q). Analogamente, alcune delle attività descritte in questa sezione possono essere effettuate anche da unità non appartenenti alla pubblica amministrazione.
